Bangladesh is a moderate Islamic state, therefore, it is wise to wear such a cloth which shall help you to make easy contact with the local communities. In this regard, my advice will be wearing long sleeves tops and long pants, covering the head is not mandatory.
You are allowed to take pictures anywhere in Bangladesh except inside of Museum, it is better asking for permission while taking a photograph of soldiers and young women.
For small groups, a short rickshaw or boat ride can arrange upon request.
